Behind the scenes of a sudden transfer: how a single handshake shook the administration in Rajshahi

Administrative shake-ups often happen quietly behind closed doors, but every so often, a single public moment captures the fragile line between following protocol and overstepping boundaries. That exact scenario played out recently in Rajshahi, capturing public attention and setting off intense discussions across administrative circles.

The focal point of this sudden development is Yousuf Ali, who was serving as the Rajshahi Divisional Commissioner holding the rank of additional secretary. In a swift turn of events, he was withdrawn from his post, handed a stand-release order, and reassigned to the Ministry of Public Administration in Dhaka. The decision was implemented so rapidly that by Tuesday night, he had already wrapped up his duties, packed his belongings, and left Rajshahi by road, crossing the city’s Talaimari area late at night to report to the capital the very next morning.

The controversy traces back to Prime Minister Tarique Rahman’s official day-long visit to Rajshahi. The Prime Minister arrived at the Shah Makhdum Airport during the afternoon, completed his scheduled engagements including a major public rally, and departed from the city around seven in the evening. However, it was during the farewell moments at the airport that the catalyst for the transfer occurred.

A video clip capturing the farewell line quickly went viral across social media platforms. In the footage, Divisional Commissioner Yousuf Ali can be seen leaning forward and moving past the usual boundaries while attempting to shake hands with the Prime Minister. Observers and administrative insiders pointed out that the gesture appeared to violate strict state protocols, as he seemingly stepped out of the designated reception queue to approach the Prime Minister directly.

While the viral video fueled widespread speculation regarding a protocol breach, official statements remained measured. When journalists reached out for clarification, State Minister for Public Administration Md. Abdul Bari addressed the matter by stating that the commissioner was withdrawn due to administrative reasons, adding that such administrative reassignments are a regular occurrence. Nevertheless, the speed of the action—occurring immediately on the day of the visit—suggests that the incident carried significant weight.

With the division left temporarily without its permanent head, the government moved quickly to fill the administrative vacuum. Additional Divisional Commissioner for Revenue, Md. Rezaul Alam Sarker, has been assigned the acting charge of the Rajshahi Division to keep routine administrative work running smoothly.

The incident serves as a striking reminder of how strictly state protocols are observed at the highest levels of governance, where a split-second departure from established norms can instantly alter the course of a senior official’s career.
